Dennis A. Matheis, President of Optima Health Plan and Executive Vice President of Sentara Healthcare
Dennis Matheis serves as President of Optima Health Plan and Executive Vice President of Sentara Healthcare. Optima Health serves more than 850,000 members and consists of over 35,000 providers.
Matheis has spent the past 27 years in senior leadership roles within the healthcare industry. Prior to joining Optima Health, he spent 13 years in leadership roles at Anthem, Inc. He served as President of Anthem's Central Region and Exchanges encompassing six states and representing $12 billion in annual revenue. Under his leadership, Anthem achieved significant membership growth and strong financial results. Matheis also served in senior leadership roles at Anthem Blue Cross and Blue Shield of Missouri, CIGNA Healthcare and Humana Health Plan, as well as Advocate Health Care in Chicago.
Matheis earned his B.S. in Accounting from the University of Kentucky and practiced as a Certified Public Accountant before entering the healthcare industry.
Patti Darnley, Senior Vice President of Government Programs
Patti Darnley serves as Senior Vice President of Government Business for Optima Health. In this role, she develops and oversees government programs business and provides executive leadership for Medicare and Medicaid strategy.
Darnley is a seasoned leader with more than 25 years of health plan experience. She formerly served as President and CEO of Gateway Health, a non-profit managed care organization operating Medicaid in Pennsylvania, Delaware, West Virginia, and Arkansas and Medicare in Pennsylvania, Ohio, North Carolina, and Kentucky. Under Darnley’s leadership, Gateway Health rose from a $64 million loss to $63 million gain in a two-year period. Prior to that role, she held three senior vice president positions at Centene Corporation, Inc. There, she created a new business unit focused on network development for new and existing markets and developing all operational components for new health plans.
Darnley earned a bachelor’s degree in accounting from Indiana University of Pennsylvania, a Post Baccalaureate in computer information systems from Robert Morris University in Pittsburgh, and a master’s in business administration from Duquesne University.
John E. DeGruttola, Senior Vice President for Marketing and Sales
John E. DeGruttola serves as the Senior Vice President for Marketing and Sales for Optima Health. In this role, he is responsible for the overall growth of Optima Health with a primary focus in strategic positioning of the organization which includes identifying, promoting, and distributing new products and services that produce overall profitable growth.
DeGruttola has more than 20 years of experience in healthcare consulting, sales, marketing, advertising, product development and health plan operations. Prior to joining Optima Health, he was the Executive Leader for a large national insurance company, responsible for the sales and retention of the small and large group markets. DeGruttola also held various healthcare management positions with an insurer, provider system, and consulting house in Pittsburgh, Pennsylvania.
DeGruttola holds a bachelor’s of science degree in biology and mathematics from Westminster College.
Colin Drozdowski, Senior Vice President of Network Management
Colin Drozdowski serves as Senior Vice President of Network Management at Optima Health. In his role, Drozdowski oversees all network management and supports regional market expansion, providing executive leadership in network strategy, reimbursement, and network expansion/development, including traditional contracting, value-based contracting, and provider risk models. He also oversees analytics.
Drozdowski has 26 years of experience with the Blue Cross and Blue Shield system, most recently serving as Senior Vice President of Provider Solutions for Anthem, Inc. In that role, he oversaw roughly 2,500 associates nationwide and an administrative budget of over $300 million. His team supported all Anthem lines of business including Medicare, Medicaid, and Commercial, and all markets, covering 40+ million members and over $150 Billion a year in annual spend.
During his tenure with the Blue Cross and Blue Shield system, he served in a variety of leadership positions spanning the following functional areas: provider contracting, provider relations, network management and development, oversight of innovative provider/payer reimbursement approaches, joint ventures, value-based payments, and product partnerships.
Drozdowski holds a bachelor’s degree in Economics from Hiram College and a Masters of Economics from Cleveland State University.
Khaled Ghaly, Senior Vice President of Operations
Khaled Ghaly serves as Senior Vice President of Operations at Optima Health. In this role, he leads the Operations team in delivering excellent customer service, driving strong financial commitments, and building a culture that is consistent with Sentara and Optima Health values.
Ghaly has more than 20 years of experience in the healthcare industry and more than 15 years of experience leading claims, operations, and process improvement initiatives. He formerly served as Vice President of Enterprise Operations at Delta Dental, where he was responsible for the overall operations of claims, adjustments, recovery, and the mail services for more than 30 million members. Prior to that role, he served as Associate Vice President of Claims Services for Molina Healthcare, where he oversaw a team of more than 500. While there, Ghaly led all claims processing, research and resolution, reporting and analytics, training and process improvement teams for 13 states and helped support the company’s growth from 1.6 million to 5.5 million members.
Ghaly holds a bachelor’s degree in Accounting from Tanta University in Egypt.
Andy Hilbert, Senior Vice President and Chief Financial Officer (CFO)
Andy Hilbert serves as the Senior Vice President and Chief Financial Officer (CFO) for Optima Health. In this role, he is responsible for financial management, planning, reporting and analysis, legal, product pricing, actuarial and underwriting.
Hilbert has more than 25 years experience in financial management. Prior to his appointment, Hilbert served as CFO with Tufts Health Plan in Watertown, MA, a 700,000 member health plan that is ranked second in US News and World Report’s 2006 and 2007 rankings of all health plans in the nation. Additionally, he was CFO of two publicly held, New York Stock Exchange traded financial institutions, Liberty Financial Companies, providing investment management and retirement-oriented insurance products and Paul Revere Corporation, a leader in providing disability, life and annuity insurance products, both in the Massachusetts area. Prior to that, he was a partner in the Insurance Services Group for Price Waterhouse, serving in both the Boston, MA and Columbia, SC offices.
Hilbert holds a bachelor’s degree in accounting from Indiana University in Bloomington, Indiana and is a Certified Public Accountant and Chartered Life Underwriter.
Thomas Lundquist, M.D., MMM, FAAP, FACPE, Senior Vice President and Chief Medical Officer
Thomas Lundquist, MD, MMM, FAAP, FACPE serves as the Chief Medical Officer at Optima Health. In this role, he leads the clinical care team and further promotes and encourages expanded payer-provider partnerships through efforts such as pay for quality, bundled payment initiatives, increased clinical integration and accountable care strategies.
Lundquist formerly served as President & CEO of AnewCare ACO Collaborative and Chief Clinical Integration Officer at Integrated Solutions Health Network & CrestPoint Health Plan. There he led clinical integration efforts between AnewCare, Mountain States Health Alliance (MSHA) Hospitals and the many talented physician groups affiliated with MSHA across the tri-state area. Lundquist previously served as BlueCross BlueShield Tennessee's VP Performance Measurement & Improvement, promoting quality and delivery system improvement across the State of Tennessee. In that role he led PCMH, Bundled Payment Initiatives, Transparency efforts, P4P and the early identification of possible Accountable Care System partnerships across the State of TN. Lundquist formerly served as the Chief Medical Officer for the diverse health companies and his clinical experience includes 10+ years of combined clinical primary care and hospitalist practice.
Lundquist holds a bachelor’s degree from Penn State followed by his medical degree from The Johns Hopkins University School of Medicine. He completed his residency at Johns Hopkins and received his Masters in Medical Management from Carnegie Mellon University.
